FIRST TIME IN HISTORY UPSC HAS PROVIDED ANSWERSHEET OF CSP-2011, AND EVEN IN THAT THEIR FRAUD HAS BEEN CAUGHT.

The CSP-2011 candidate Rajendra Rawat  has been informed by UPSC that he has  scored 1.34 marks (out of 200) in papre-I of CSP-2011 . But, according to ANSWERSHEET(OMR SHEET) and ANSWER KEY provided  by UPSC , he has actually scored 72.67.{ in paper -II  he was informed correct score .i.e.
157.50. so his actual total score comes out to be 231 marks (out of 400) and cut off for his OBC category as informed by UPSC was 175. still he was disqualified in CSP -2011.}

Questions to be asked to Minister of Personnel , Public Grievances and Pensions in Parliament of India in context of UPSC’s functioning

Answers of following specific questions is demanded with all the relevant documents—
1-What is the stand of Minister and UPSC head with respect to increased litigation against the institution on transparency & accountability in its Civil Services Examination? Are not they concerned and taking some meaningful corrective actions in the interest of credibility of institution in public-perception?
2-What steps minister and UPSC head has taken to comply with the RTI Act and Public Record Act,passed by this Parliament ,in letter and spirit?
3-Is it correct that under current chairman of UPSC,CIC and courts of higher judiciary has passed adverse strictures against the UPSC for not complying with judgments/orders/directives passed on RTI matters and keep spending the public money on litigation and re-litigation? If this is right then what assurance can be given to make sure that same would not happen again and UPSC will comply with the current jurisdiction of RTI Act and its related case-laws, without judging itself out, as there is no explicit exemption given by Parliament or Executive or Judiciary at the moment?
4-Is it right that irrespective of being asked by National Archives of India(NAI) many times, UPSC refused to send its Record Retention Schedule to NAI for vetting, as required under Public Record Act and Central Secretariat Manual of Office Procedure? On what basis UPSC did the same and was there any follow-up action taken by UPSC, including approaching courts or GoI to exempt it from such current requirement under the law?
5- I have been informed that unlike many other public-bodies,UPSC has not fully complied with Hon’ble Supreme Court judgments in CBSE & Anr. versus Aditya Bandopadhyay & Ors and Sanjay Singh & Anr. versus UPPCS and related case-law principles ,since these judgments were delivered and consequently UPSC is facing litigation on the same across the country? What minister and UPSC has to say on this?

    According to another RTI(as evident from above link), cutoff for CSP 2011 was 198(for general category).But, you are stating that UPSC has informed that cut off foe general category is 175.how this is possible???

    1. In 2010 prelims I sure about 110/120 in geography prelims
      (check every question from coaching centre solution and googled every question)in main got 138 in geography 1 and 148 in paperII (no interview call)
      in 2011 mains GEOGRAPHY I 153/ paper II 118 (no CALL)
      in csp 2012 I scored 250/400. I am SC candidate
      I hardly studied a single day for prelims ...IN MAINS 33(yes sir) in paperI and 117paperII

  3. You are right friend. the cut off of CSP -2011 for general category was 198. But, the candidate is belonging to OBC category whose cut off according to UPSC was 175.

Friends, we can adopt a multi-pronge strategy. meet MEMBER OF PARLIAMENT and ask them to raise this fraud in parliament, approach media, file PIL in supreme court, spread this movement through social media to galvanise public pressure , send petition to parliamentary committee on Ministry of Personnel and Public Griviences. we have to adopt all strategies. UPSC is so powerful organisation and the master-mind behind such fraud taking place in UPSC since so many years has capacity to influence all these agencies. so unity and well coordinated efforts are our strength.

  8. No wonder!!! I too had the same experience this year :(( I was scoring at least 250 marks(total) in CSP, but COULDN'T qualify for mains exam!!!!!!!!!!! :/

  24. Why don't you go to the media? For e.g. the citizen journalist in CNN-IBN or any other media house. This is a big crime/mistake from a constitutional body. Though the media themselves are not angels, you can get a lot of public attention and support from then, which is precisely what is needed to tackle the opacity of UPSC.

  27. There is definitely this kind of maleficence in UPSC. Prelims exam result of 2014 prove the same. i have been clearing prelims for past two years with final marks always more than expected marks. But this year it seems to be happening with a lot of candidates whereby they did not qualify and candidates with low scores have been selected. its a fraud for sure. i am definitely opting for litigation.

    me too have problem with 2014 result .pls check if some digit similar to ur roll no is included because i came to know of few guys having this issue in 2014 csp result example XXXX1223 insteadXXXX1233 etc .even i am finding some disprecancy pls we need to group together IAM UNABLE TO LOGIN IN TO FORUMIAS

  31. There seem to be lot of discrepancies in the prelims results this time. People who hoped to score well have not even cleared the exam while few others whose chances were unexpectedly less, seemed to sail through.

    If you share a similar experience, bring to our notice. Comment below, your expected score and your supporting key. Let us try to bring out the injustice to light if at all something such actually happened.

    There were few incidents even in the past where candidates fell prey to UPSC's opaqueness. Using communication media, we can all easily share our opinions from different parts of the country.
