ReplyDeleteFOR ALL THOSE ASPIRANTS OF DCIO DEPUTY CENTRAL INTELLIGENCE OFFICER, WHO TOOK THE WRITTEN TEST IN JAN 2013, UPSC HAS COMMITTED A LOT OF FLAWS IN SELECTION PROCEDURE. I OBTAINED INFORMATION THROUGH RTI ( RIGHT TO INFORMATION ACT ) AND GOT SHOCKING INFO. NOW PLANNING TO GET LAW SUIT FILED. APPARENTLY THE PROCEDURE TO SHORTLIST THE CANDIDATES IS FLAWED.

FOR 1 OBC POST 8 OBC CANDIDATES WERE SHORTLISTED
FOR 1 SC POST 5 SC CANDIDATES WERE SHORTLISTED
THIS INFO WAS NOT PUT ON WEBSITE WHN CANDIDATES NAMES WERE ANNOUNCED AND OUT OF 7 POSTS ADVERTISED 6 WERE APPOINTED AND 1 POST APPARENTLY DELIBERATELY RETURNED TO MINISTRY SO THAT THEY CAN FILL THEIR OWN CANDIDATE.
OUT OF 6 CANDIDATES APPOINTED FOR THIS POST, 5 ARE SC, 1 IS OBC WHO GOT SHORLTISTED UNDER OBC BUT THEN HIS NAME IS PUT IN GENERAL LIST. WHERE AS THE LAW STATES THAT HE CAN BE CONSIDERED IN GENERAL MERIT IF HE HAS NOT AVAILED BENEFIT OF HIS CATEGORY.
UPSC did not announce in advt what will be the weightage of written test and interview that was all kept in dark , even in corrigendum which appeared on site it was undecided and vague. later on they fixed 50% to each. where as supreme court judgements specify that intervew weightage should not be more than 15% to avoid malpractice and favourism
there were minimum passing marks in written and intervew and in total also. there are court guidelines that unless specified in advt there cannot be passing marks in interview. this minimum passing marks is misued to remove the ones whom they dnt want to take and select the ones whom they want to take. the merits of written test which is unbiased, fair go wasted! and foul play can play dominant role.
I DO NOT HAVE ANY MEANS TO REACH OUT THOSE WHO TOOK TEST BUT WERE NOT CALLED FOR INTERVIEW. ITS A APPEAL FOR ALL THOSE WHO ARE WILLING TO GET JUSTICE. PLS COME N JOIN HANDS.
recently I have filed court case in Delhi. Still i want more n more candidates to become party to the case and support either directly or indirectly to make system more transparent, free from malpractice, error free and accountable.
